Ink 48 Hotel

A private elevator lifts guests to about 3,000 square feet of rooftop above the hotel in Hell's Kitchen, with 360-degree views that take in both the Hudson River and the Manhattan skyline. It's 21 and up, reservation-only, and known enough that lines form on busy nights; the space is also sometimes closed entirely for private events, so a reservation doesn't guarantee a table if the whole roof is booked out. The kitchen below, run by chef Carlos Letona, sends up small plates to go with the cocktail list.
